Alright, let me try to explain this.

When I turn my PC on, the splash bios scren is like... weird.
It shows 3/4 of it at the top of the screen, and the other 1/4 (the top half) underneath the other 3/4.

Same for my boot screen.

But when it gets on the "Username" screnen, its fixed.

Any ideas whats up here?

During boot up the video is in another mode, often vga, and some monitors can't handle it. You may have a monitor setting for it, or try it on another monitor if you can.
