On DSL? Maybe a better modem is what u need
And yes there are, Google Internet Speed Increasers or somthing to that effect, i think there are some exclusived on download.com

It can also depend on how far away from the provider you are. Or where ever there station is.

It can really depend on where you live. What service do you have? Do your buddies live near you?

to reiterate, yes, dsl speed is dependent on several factors, including distance from the telco switching station, and switching equipment at the station. Even the same ISP will have varying speeds depending on what station you switch through.
You may see some marginal increase by adjusting your rwin or receive window...
