KERNEL32.dll error/will not go away

The error message comes on after exiting Internet Explorer... it will not minimize, or close. In order to remove the error box the system has to be restarted. Can anyone explain how or why, as well as what I can do to prevent the error from happening? I researched google, and found a couple of possibilities FOR the error, but nothing about the error staying visible and having to restart to access other items on the desktop.

ANY help is greatly appreciated!
