Lets break this down:
1. Connecting to the net with Win 98 is about the same as any other Win Machine.
2. Cable is good. You say "i do have a net installed. "
A. Do you mean you have a network card installed?
B. Are all your drivers installed correctly and up to date.
3. You say "im running through a linksys ruter"
A. Is this router wireless? If so is your PC communicating with it correctly?
B. If this router isn't wireless try connecting without the router.
4. You shouldn't have to use the new connection wizard. If everything is configured properly you should just be able to open a browser and be online.
5. Lastly, are you running any kind of firewall?

Sounds like a problem with the router, but let me know if you can or can't gain access straight through the modem.
