FM7130 TV Tuner

I had a FM7130 TV Tuner Card installed but do not get any good reception...the Picture on all channels is snowy and some is black and white..I'm running on XP with a Nividia GEFORCE 5200 graphics card.
Tried moving the aerial around but still no improvement.
What can I do to get quality picture as advertised?

all I can find is that this is a product that uses a philips chipset. now do you know who made it? trying to find out some more info.

in general most tv tuner cards are designed for cable tv input, not ariel (uhf) input.
