I looked up the processes that are still present after steps 1-4 and one that sticks out is bootpd.exe. After a quick Google search I found that it is malware/spyware and my attempts to remove it have not been successful. HijackThis says that the process is located in the windows\system32 folder, but I can't find it there.
The home page for Internet Explorer always opens to some page in the C:\Documents and Settings\"Username"\Local Settings\Temp folder. When I try to delete the .html file and few .gif files in there, they just reappear shortly afterwards with a new jibberish filename. The start page had something that said "powered by Google" Thanks in advance!
