Can't Restart Windows in Safe Mode

When I enter my password to sign into Windows in Safe Mode it says that the system cannot log me on. However, when I enter my password when I start windows normall, everything is fine. I did not have Caps on and I've tried multiple times. Any Suggestions? Is there anyway I can take away havinig to type in a password, restart in safe mode and do some things and then make it so i have to type in a password?
