XP Stops Intalling

I am able to boot to the xp disc, and begin the installation process, but after I format the HD and xp compies the files to the hard drive the computer restarts and it should. Then during the boot up, the Xp logo appeaers, and then a solid blue screen and my cursor, and that is it will not start the setup part of the installation. Please advise. This is with no pci cards installed.
