Redirect link with my banner script on top

I'm making a script so above each popup that is opened, it will show my banner script

So i made a php file, which does redirect, but this goes with the header() code. After using that i cant use include(), how to solve this?

This is located in the link2.php:

Now i tried to make a html framework with it, but then the $link command doesn’t work anymore.
