Safe mode freezes at Boot

Hi,

I have some spyware on my computer. I needed to get in safe mode, but when i go to start up it freezes at "Loading MUP.SYS". I have to reboot the computer to get it to work again. I can start up in normal mode. If anyone could help that would be great.
