HttpBlock_Trace File on Desktop

Is anyone experiencing having a file called HttpBlock_Trace.txt on their desktop? Sometimes I can delete it and other times I cannot as it is being used by another program. But this file being on the desktop seems to be causing my Internet Explorer to hang when I sign out of Hotmail. I have never had issues with IE till now noticing this Http_Block trace.txt file on my desktop.

Any ideas what app is placing this on the desktop, the only one I can think of that is new on my machine is a wireless program called 'JWire Spotlight' but even deleting the app does not get rid of the file. I think there is a remaining dll somewhere still loaded.
