imeshare.dll held hostage

I have a system that was causing a problem when backing up the Shadow Copy (System State) on a Windows 2003 server. Through very detailed troubleshooting it was because the backup software couldn't find imeshare.dll in the Windows\System32 folder. I tried to copy the file over from another system and it failed each time. If I rename the file and copy it, it works. If I try to copy the original name to any location on the system it fails. I can copy any other file. If I try to rename any file on the system to imeshare.dll, it fails. Help.
