CD Rom Drives will not reset

I know this isn't a huge problem..but it is finally driving me crazy enough....My system will not reset the cd rom drives....it reads them fine ONCE after reboot...then what ever I put in the drive...stays in the drive..not physically...i can remove the disc and the label of the drive is still the title of the previoulsy removed disc....refreshing the view of the folder does not help because the computer will not re-read the drive.....even the data from the existing disc remains in the window...and can be viewed (without the disc in the drive)

On reboot...all is well ...once.... then the problem returns......I had this problem before...and it just quit...wont seem to stop this time...
anyone heard of this?
