msgsrv 32module kernel32.dll error - help!

I'm on the phone with my dad who is operation Windows 98 - he rec'd an error "msgsrv 32module kernel32.dll" error. Whenever he reboots, the message comes back He can enter Safe mode, however, message still appears and he gets nothing but a mobile cursor on a blank screen once he closes the message. Fixes found on line require him to get to the Start menu, but he can't get that far. Any ideas???

Boot the PC then keep tapping the F8 key until you get options, select command prompt only, type scanreg.exe /fix then press enter, when it has run and says repaired, press enter then press ctrl + alt + delete keys together to reboot.

If it loads properly then click start then programmes, accessories, system tools, system information, tools and run system file checker, replace any files it asks for from the 98 CD
