Window XP - error to run cmd

I cannot run cmd on a window XP box. When I run cmd, I got "The application failed to initialize properly (0x0000142). Click on OK to terminate the application". Please advise and thanks.

Download and run XP_FIX.EXE from the following page, this might fix the problem.
