Delayed Desktop Alerts in Outlook 2003

my boss wants to know why his desktop alerts are delayed by almost 30 seconds after the email arrives.

he is the it director, so i can't give him a bunch of rhetoric. we are still running exchange 5.5 sp 4, so that could be part of the problem.

he says the problem didn't start until he turned on caching.

he runs windows xp.

does anyone know what causes the firing of the alert? is it exchange or the outlook client and how could caching make a difference?
