Y'all are the bomb! I have been trying to fix the Runtime error for IE since Saturday and now its finally gone after removing the google toolbar.

Now that IE opens, it does not retrieve any web pages. Nor does firefox and Outlook does not retrieve emails which was also the case since the error problem began.

Any suggestions on what else may have been changed?

Strange - the Google Toolbar never adversely affected my PC in any way, and I've installed/uninstalled it loads of times. Seems you've lost your net connection entirely. First try System Restore, if that fails I suggest you do a full re-install or recovery depending on what type of system CD you have.
