File Sharing / External Hard drive

I have an iMac that is runnning OS 9.1 (we use this as a server). We have an Iomega 40G External Hard drive that I want to be able to share out. It will not allow me to. It gives me an error that File Sharing could not be enabled. I am at a loss. I didn't want just a storage bin.
