computer won't boot

I have a home built PC, I have WIN XP, just upgraded my hard drive, and just finished installing all my programs on it. i restarted as normal and when it started to boot, it stoped at Dectecting IDE Drives... and won't boot up. i turned it off and on again, and it stops at the same place each time...it won't let me go into setup...any help?!

Enter BIOS and force redetection of HDD. Triplecheck all ribbon cable and power cable connections from HDD(s) to controller/mobo.
