problems save mode windows me

hi,

After trying instaling some software for my new mobile telephone, my computer was not able to start up anymore. He tries tough..but remains saying windows is not able to start 1%windows from 2% windows etc. So i tried the f8 tool to start my computer in save mode. What happens is that my computer goes back to first screen(welcome page windows me) and stays there. Nothing happens, after pressing esc the same screen pops up with the 1% and 2%. Can anyone help me to get my computer started?!!any tips are more the welcome!
