Setup hangs up

I have an old game I've been playing forever...Nascar Racing 2002. It recently started having problems running in Direct3d mode. I tested direct3d and all test came up ok. I have the latest version 9c.

I thought maybe something within the game had been corrupted so I decided to reinstall. When I run the install, the "initalizing setup" % bar comes up and just hangs at 99 or 100%. After about 5 minutes, it runs. I can install but the problem never goes away.
