Screen Bounces In Safe Mode

Anytime i try to play a videogame that involves full screen (gunbound, world of warcraft), or even go into safe mode, my screen bounces up and down, and nauseates me. I cant figure out how to fix it at all. Please help.

Do you happen to have any electrical and/or magnetic devices close to your computer? (Like speakers or cordless mouse/keyboard receiver(s)) If so try moving them farther away from the monitor since they can interfere with it's functioning.
