Ctrl+alt+del does not work

Hi. I have several Win2k SP4 machines that are experiencing an issue with the Ctrl+alt+del sequence. I have read through all of the posts on your site related to this and have done everything that was suggested with no results. On these machines, when the Ctrl+alt+del keys are hit to bring up the window that allows you to lock the PC, go to Task Manager, change password, etc. nothing happens. The screen blinks for a second, but that is it. I can bring up Task Manager by right clicking on the task bar and am able to use the "run" option from the start menu. There are no viruses, spyware or adware on the PCs. I've run HJT several times and there are no references to the winupdate.exe file and all of them look clean. When logged in running in Safe Mode, it still does not work. If anyone has any further suggestions, it would be greatly appreciated! Thanks!

Hi, yes, I've tried all of the recommendations in that post as well with no results. There is one common thing that I have noticed on all of these systems, when I run the HJT log, there is an entry "O23 - Service: VNC Server (winvnc) - Unknown owner - C:\Program Files\VNC\WinVNC.exe" -service (file missing)". As these are all Win2k machines, is it possible this is causing the issue?
