On some links on websites I can click and it will take me to the page, however it will give me the "This page cannot be displayed" page. If I refresh it seems to work and display the correct page. However on some links it will not allow me to move forward to the link I want. This is the case while I am trying to download a driver for my soundcard, I will come to a page that asks for my country and language, when I click the go button I get the "This page" page again but when I refresh I am back to the page I was at and I cannot get to any drivers.

Any help is greatly appreciated, thank you.

Very likely your ISP is short of IPs to hand out so it's assigning you a new one every time you click a page. You can check on this by going to www.ipchicken.com and seeing if your IP is changing all the time.
