Internet Phone Service

I am currently looking into the possibility of changing from standard (local) phone

service to an internet phone service. We currently have 15 lines possible and

would want to stick to this amount. Changing our number isn't an option and fax

service is important. I have heard that cheep and even free alternatives exist.

What's your take on this one?
