Adobe Photoshop picengldll file missing?

When I start up Photoshop, I always get this message saying that the piceng.dll file is missing. I've never noticed it to actually cause me any problems with Photoshop, but it is just a bit annoying. Does anybody know how to fix this?

Also, whenever choose to open an image through Photoshop, like I have something on my desktop and I rightclick and choose "open with Photoshop", when it opens, it always wants to print the image. How do I stop that?

Thanks for any help.
