SMRTSHPR.DLL -- error message

I am receiving the following error message:
"explore has caused an error in SMRTSHPR.DLL explore will now close"
.
I click okay on the it and the message disappears. I am unable to open anything on my desktop such as my printer, control panel, recycle bin, etc. The message keeps popping up. I can't seem to figure out what is missing from this error message. I tried going to find and looking up the dll, but keep receiving the same error message as I can't even use my find feature.

Whatever I try to open, I keep getting the above dll message. I cannot open anything on my desktop. When I attempt to go to the start menu and go the control panel, I receive the above dll message and cannot get into this either.

I have a Windows ME version. I checked Microsoft website and had no luck in finding any help.
