I have been affected by the msblank malware for two weeks now. I have followed your Start Here procedure and run all of the software without success in removing the IE malware. When I run IE the home defaults to:

C\wwnt\system32\msblank.html

After running for a few seconds a get a security warning window that states:

Do you want to install and run "Advanced Browsing Technologies. International charges apply after clicking Yes, otherwise press cancel. Minors and persons under 18 are not allowed to continue." signed on an unknown date/time and distributed by

DialerPlatform Limited

There is no cancel option but clicking on the No box brings up another window that says:

For your Instant Access Pleaske Click Yes.

There only an OK box to click on. Clicking OK brings up the orignal security warning window. Clicking NO causes the security window to disappear. Resetting he home to a real site works for the session but IE defaults back to the msblank home.
