taskbar and tops of windows not applying GUI/theme

When i got to apply a theme, whether it be a default xp style or a custom (I am using AlienGUIse for some custom GUIs) theme it applies correctly by changing icons and whatnot but will not change the taskbar or tops of windows where minimize and close are at, they just stay in a windows classic style and will not change no matter what. I have tried using system restore as well as reinstalling video drivers, this problem was not apparent yesterday and nothing has happened to ym computer since yesterday that I know of.

if you change the theme through the windows dialog (right click the desktop > change the theme on the theme's tab) does it change?

There are a few things that have caused the same thing for me.

Start<Control panel<System<Advance<Proformace<settings< and this setting must be tick "Use Visual stiles of Windows and buttons"

Also start run type services.msc and find Themes, it must be runing.
