Wininet.dll file missing can't access Windows

I get an error message when I try to log in that says the wininet.dll file is missing and that reinstalling the program will fix the problem. However because it is missing I can not get into Windows programs to fix the problem. I have read that there is a backup in the dllcache folder, but I can't seem to find that file either. I am very frustrated, so can not think straight. Any help would be greatly appreciated. This is my first time logging in.
