whenever I load up a window within my Wondows XP the scrren expands a fraction and it also does it in same mode !?

I have tried 3 different monitors and I cannot seem to shake it it keeps happening Except for on a TFT monitor !? can anoyone help me with this please thanks.

Also I have tried both my graphic cards and a friends it happens on them all for some reason ... ths problem persists it happens when I clock the startbar also. thanks.
