Well for vehicles you have to set it in the console or in a .cfg file. Weapons can be changed in the .cfg file or by using a program like this.

For the message of the day you can make a .cfg file or put it in by the console.

I just recommend making a .cfg file for running the server then use the weapon file changer program for the weapons.

for my -v- for victory cod:uo server we created a pak file and a skin/mod pak file for our needs. the other items we set in the cfg file via notepad. we just upload the file along with any other changes, maps ect and then restart the server.
