Disable Internet Explorere in Start Menu

Where do you go in windows xp pro to disable internet explorer for a particular user?
I had someone show me how to change the shortcut so that when you click on it all you get is the internet option screen. Internet Explorer would not start.
It is still on the computer, and you can start it from the command line, but not from the start menu. Any ideas on this?
The icon in the start menu changed from Internet with Internet Explorer in grey under it, to just the word Internet.

I found what I was looking for!

Go to Add/Remove progams in Control Panel.
Then on the left hand side click on Add/Remove Windows Components.
Next remove check in box beside Internet Explorer.
And BAM no more access!
Except you can get there from the CMD Line.
