My Received Files wont let me open anything

hello , in my Received files where i get pictures or music sent through msn it wont let me open any files it says: C:\Documents and settings\steven\My Documents\My Received Files\bliss73.jpg then says Windows Cannot access the Specified device , path or file. you may not have the appropiate permissions to access the item . how can i fix this

Log in in safe mode and choose administrator

go to that directory, right click the folder, choose PROPERTIES, choose SECURITY tab, choose ADVANCED button, choose OWNER tab...who is currently the OWNER listed in the top box?
