Window Problem

When I bring up the Task Manager (ctrl+alt+del), the window... isn't shown. I can't tab from processes to see the applications, nor can I close the window without using alt+F4. Right-clicking the rectangle on the bottom taskbar doesn't even bring up a list. This happened once before before I restored this computer. Here's a screenshot:

If anyone has any suggestions, I'd appreciate the advise. Thanks for the time taken to read this post, and thanks in advance for any replies made. ^_^

Is your task manager visible and functional in Safe Mode?

Click Start then Run...type sfc /scannow (Note the space between sfc and /) and press "Enter". You will be asked for your installation cd, so have it handy. Wait for the scan to finish (this might take up to an hour). When it's finished, click Start then Run...type chkdsk /r /f (Again...note the spaces) and reboot when prompted (type Y and press Enter). This will run on boot-up so restart will take a while...be patient.
