Windows Installer window pops up over and over

I get a windows installer pop up everytime I open up a new
IE window. It comes up saying insert the "its deductible express" disk
but i've never installed that, only turbo tax. I haven't tried to use turbo
tax for a long time. I cannot remove the program (its deductible) using
windows add and remove and I tried using MSCIUU2 (microsoft windows
installer removal tool) and it would not remove installer for "its deductible"
To make matters worse, i'm doing all this in safe mode because my
computer has decided to reboot everytime the desktop comes up otherwise.
I use avg, adaware and spybot....haven't done hijack this yet though.
My very first post...any ideas? :tazz:
