My message center located in the downloads section under admin tools here on my site.

it's a simple pk3 file you add to your server. simply upload the pk3 add the lines to your cfg and your ready to broadcast messages at timed intervals.

you can also edit the motd (message of the day) in the server.cfg file as well.

you have to register with fpsadmin, login and you will have full access.
