Booting in safe mode

I am trying to get rid of some issues with my computer. Every time I attempt to boot in safe mode, my computer freezes on a blank screen (after stating that I am in safe mode). Does anyone know what could be causing this and how to fix it so that I can boot in safe mode? Thanks.

If you can boot in normal mode

Click start then run, type sfc /scannow then press enter to replace the system files, you need the XP CD and get a blue progress bar, reboot when the bar goes

When it gets to the desktop, you can run the PC then reboot and keep tapping F8 to choose safe mode
