Movie in Mpeg fine mode - problems playing on TV via DVD player

If a movie is recorded in mpeg fine mode (640 x 480 30fps) - does this mean a TV/DVD player cannot read it due to the frame speed? I copy these movies onto a CD-R and when I play them on my DVD player - it doesn't like it at all and the sound is distorted and the visual is a little slow - when the movie is in standard mode it works great (although of course I lose the quality I have with fine mode. I cannot understand what the problem is and I've tried burning it with different software which has made no difference. If I convert to VCD format the quality deteriorates completely so I don't really want to do this. Any ideas would be much appreciated!!
