Trying to load Zonealarm - error messages

Pentium III - 450, Windows 98. I've been attempting to load zonealarm (Free version) back on my system. I get two error messages:

1) "A required .DLL file, VSNETUTILS.DLL was not found"
2) Installer: "Setup is unable to log into the TrueVector service...please use service manager to shut down the TrueVector service and then restart the installer program"

Any idea what that's about?
