I cannot change my desktop background!

Everytime I got into Display Properties, then Desktop, the only thing I can change is "Color" and "Customize Desktop." I cannot click on the Browse button, nor can I change the position. I've also noticed that When I choose "Customize Desktop" that the Web tab is missing. What went wrong???

what version of windows do you have? And are you the administrator of your computer?

I have Windows Xp and yes i'm the administrator of my computer.
