Lines and dots on GeForce2 MX400 64mb

I borrowed my friend's old video card and installed it in my PC. The problem is, I keep seeing lines and dots on my screen, regardless of what I am doing. From booting to loading Windows to actual gaming, my screen is covered almost entirely with these lines and dots. I tried updating the drivers but then I got an error: "Device cannot start (Code 10)"

What does this mean? Is there something wrong with the card itself or can it be easily fixed by changing drivers or something else? Any help would be greatly appreciated.

Anyway if it matters, the system specs:

Athlon 1.7 GHz
768mb RAM
on ASUS A7S8X-MX mainboard
and WinXP Pro
