Unable to run regedit in safe mode

I am getting this message when trying to run regedit in safe mode 32 bit Windows xp. The NTVDM CPU has encountered an illegal instruction CS:0543 IP:ffe4 OP: fe ff 1d 09 C6
Please help me I am trying to remove spyware called appropos (per norton internet security).
