Desktop Icons and Taskbar Refresh Often [randomly]

Hello, new here and glad I found you guys!

When running XP Home Ed., my desktop icons and taskbar will suddenly refresh themselves. This happens usually while I am running task and especially after I have close an application. While the refreshing is going on, the background wallpaper is the only thing showing. This happens very often and is driving me crazy.
I run diagnostics frequently. Adaware, MS Antispyware, Nortons, Hijack this, etc. I consider my computer to be in top notch running shape except for this.
Any ideas appreciated.
