Is It Memory or Is It DSL ?

I am running windows xp on a HP pavilion 533w,2.0GHz HD,256 Ram.
Task Mgr. gives Phys Memory:total 260632-available 62000
DSL Connect Rate is: up 3360K-Down 864K
Speakeasy speed test gives: down 235K up 708K
what could be wrong??ISP blames the memory
no problems loading,or running programs

if a speed test reports the numbers lower than what they are supposed to be...then 9 times out of ten...it's the connection...not the machine...though...with 256 of ram...you could stand to upgrade a little...i usually suggest 512 as a minimum (if it's supported for your board)...
