Something is wrong with my PC, help!

My PC's just got a weird problem. ALL of the shortcuts (*.LNK files) are suddenly inoperative. It doesn't matter where the file is (Desktop, Start Menu, QuickLaunch bar). I'm sure that reinstalling Windows XP would fix this, but I'm hopeing for a little less drastic fix. Only a few programs, pictures and music seems to be working fine. I cant even use msconfig nor regedit. But the programs dont open heres a example:

Really i am suffering alot i dont want to reinstall windows for the 4th time. Try and help me guys, thanks

If you right click on a problem icon nd select "Create Shortcut" does the new shortcut load?

Try a System Restore - click on Start > Programs > Accessories > System Tools > System Restore

Select "Restore my Computer to an Earlier Time"

Pick a date prior to your problem (but not the oldest)

See if this helps.

Can you boot into Safe Mode? If so, does everything work then?

Yes i can boot in safe mode, but when i do the same thing heppens all of my short cuts are non usable, none of the programes that used to show up in the bottem right corner are their, its wierd this happend to me before but what i did is reformat it and i dont want to do it again, please help me

if you have the xp cd

then just do a repair

that way you wont need to reformatt

just do microsoft updates after the repair is done

and you wont lose any data

It wasnt resolved, i tried to use the cd and it doesnt let me use it since there is a problem with the registry, please help me
