Scroll Bar and Mouse gone crazy

I had a new mother board installed and now when I have a page that has a scroll bar on it it gos crazy it flipps from the top of the page to the bottom of the page so fast you cant read it. If I move the mouse off the page it stops. Also the mouse pointer drops to the bottom of the page when a new page is opened. please help this is so annoying
