File System problems

A new, used compaq I'm trying to get going right for my mom has problems. The previous owner had Norton, System Suite 4.0, and System Mechanic all on it. I ran the System Mechanic, and System Suite 4.0. It said to run CHKDSK with the/F option to correct file system problems. I did that with the /r also because I didn't want to delete anything that I shouldn't. It went through the processes and seemed to be fine, but now when I reboot I get the taskbar covered over with a blank white, although the time and an icon on the right are visable. I can't click the startup or anything. I tried running the system mechanic again and it won't even run now; I re-ran the system suite completely and it still tells me to do the chkdsk thing and that there are structural errors on the disk. I tried running those again because they were accessible. I think I need some help here. I'm stuck.

At this point, it seems a repair installation is your best bet, since something sounds terribly messed up .
