Highlighted letters on icons on the desktop

The letters underneath each icon on my desktop is now highlighted blue all the time. It used to be transparent. How can i fix it?

lots of reasons for this, but let's start with the most common

Right click your DESKTOP, choose PROPERTIES, go to DESKTOP tab, click CUSTOMIZE DESKTOP button, choose WEB tab, uncheck LOCK DESKTOP checkbox
