Is My CPU Drained Due to Lack of Power?

My system moniter says my CPU is only getting 1.4V, Is this a problem, and if so does it have to do with the fact that my I have a 20 to 24 pin converter on my PSU.

Nope thats about right for an athlon 64 im at the same voltage.
